WhatsApp template paused: a quality gauge from low to high

One of our customers sent an offer to about 1,800 contacts collected from three years of Instagram ads. Only 50 to 100 replied, the template was paused, and the number’s quality rating slipped from green to yellow. Nobody had recorded which of the business’s three products each contact had asked about, so everyone got the same message.

If your WhatsApp template has been paused, your quality rating has dropped, or broadcasts are failing to deliver, this guide explains what each warning means, how to fix it, and how GCC businesses in the UAE, Saudi Arabia, Qatar, Kuwait, Bahrain and Oman keep their numbers healthy.

Quick answer: why was my WhatsApp template paused?

Meta pauses a template when its quality rating falls to low, which happens when many people block or report the messages sent with it. The first pause lasts 3 hours, the second 6 hours, and the third time Meta disables the template. A pause is a warning, not a ban. Stop the campaign, find out why people reacted badly, then fix the audience or the message before you send again.

Meta's WhatsApp template pausing ladder: paused 3 hours, then 6 hours, then disabled

It means Meta has temporarily stopped a message template from sending because customers reacted badly to it. Pausing protects your number: it stops a poorly received campaign before it damages your quality rating further.

Meta’s pausing ladder is strict:

Time it happens

What Meta does

First time a template drops to low quality

Paused for 3 hours

Second time

Paused for 6 hours

Third time

Disabled permanently

While a template is paused, messages using it are not sent. A pause on its own does not change your number’s rating, but templates that keep being paused or disabled can eventually pull your number’s quality down with them. Treat the first pause as the time to act.

Two WhatsApp quality ratings: template quality high, medium or low, and phone number quality green, yellow or red

Meta rates both your templates and your phone number, based on how customers react to your messages. You can see both in WhatsApp Manager.

Rating

What is rated

What it is based on

Why it matters

Template quality: high, medium or low

Each message template

Recent customer feedback on that template, such as blocks and reports

Low quality leads to pauses, then disabling

Phone number quality: green, yellow or red

Your business number

How customers reacted to your messages over the past 7 days

A falling rating can hold back or reduce your messaging limit

Your quality also decides whether your sending limit grows. Meta only raises your messaging limit when quality stays high across your numbers and templates. A business stuck at yellow or red stays stuck at its current limit.

Why WhatsApp broadcasts are not delivered: error 131049, paused templates, daily limits and wrong number formats

There are several reasons, and they show up differently in your reports. The most common:

What you see

Likely cause

What to do

Error 131049: “not delivered to maintain healthy ecosystem engagement”

The person has hit Meta’s limit on how many marketing messages they receive, from all businesses combined

Do not resend straight away; try again after at least 24 hours

Template paused or disabled

Low template quality

Stop the campaign and fix the audience or message

Sends stop partway through

You reached your daily messaging limit

Spread the campaign over several days, and keep quality high so the limit grows

Failed for some numbers

The number is not on WhatsApp, or is formatted wrongly

Store numbers in international format, such as +971501234567

Message not sent at all

It was a free-form message to someone whose last message was more than 24 hours ago

Use an approved template instead

The per-user marketing limit surprises many businesses. Meta caps how many marketing templates each person can receive, across all businesses, and does not publish the exact number. It only applies to marketing templates; utility and authentication messages and replies in an open chat are not affected, according to partner guides such as WANotifier and YCloud. Meta only charges for delivered messages, so these failed sends cost nothing.

Six steps to fix a paused WhatsApp template

Act at the first pause. Six steps:

  1. Stop the campaign. Do not resend the same template to the same list.

  2. Find the cause. Check which template and which audience the pause came from. Old lists, bought lists and contacts who never asked for offers are the usual culprits.

  3. Shrink the audience. Resend only to people who interacted recently or asked about that product. The fix we agreed with our customer with 1,800 contacts was to ask one or two questions in the first chat and tag each contact by interest, so each group gets the matching offer.

  4. Improve the message. Lead with what the customer gets, keep it short, and make the next step obvious.

  5. Add an easy opt-out, such as a “Stop promotions” button. People who can opt out are less likely to block or report you.

  6. Send less often, and watch both ratings for a week before scaling back up.

If a template is disabled after its third pause, create a new, improved one rather than trying to revive it, and send it to a smaller, warmer audience first.

How to keep WhatsApp quality high: opt-in, segmenting, warming up lists, checking ratings and answering replies

Send fewer, more relevant messages to people who asked for them. In practice:

  • Collect opt-in properly, and record when and how each person agreed to hear from you.

  • Segment before you send. One offer to everyone is the fastest way to collect blocks.

  • Warm up new lists. Send to your most engaged contacts first and grow from there.

  • Use utility templates for what they are for, such as confirmations and reminders, and keep promotions for marketing templates.

  • Watch your ratings before every large send, in WhatsApp Manager.

  • Answer replies quickly. A campaign that gets replies and quick answers builds goodwill; one that gets ignored replies builds blocks.

Our guide on why WhatsApp bans business numbers explains how quality problems can escalate, and how to send at scale safely.

  • Both ratings are green or high in WhatsApp Manager

  • Every contact opted in, and you know how

  • The list is segmented, and each group gets a relevant offer

  • The template has a clear next step and an easy opt-out

  • The send fits within your daily messaging limit

  • Marketing messages are not sent to the same people too often

  • Phone numbers are stored in international format

  • Someone is ready to answer replies straight away

  • You know to stop at the first pause and investigate

Why was my WhatsApp template paused?

Meta pauses a template when its quality rating drops to low because customers blocked or reported the messages. The first pause lasts 3 hours, the second 6 hours, and the third time the template is disabled.

How long does a WhatsApp template pause last?

Three hours the first time and six hours the second time. If the template drops to low quality a third time, Meta disables it permanently.

What does WhatsApp error 131049 mean?

It means Meta chose not to deliver a marketing template because the recipient has reached the limit on how many marketing messages they receive from all businesses. Wait at least 24 hours before trying again; you are not charged for undelivered messages.

How do I improve my WhatsApp quality rating?

Send only to people who opted in, segment your list so offers match each person’s interest, send less often, add an easy opt-out, and stop any campaign as soon as a template is paused.

Does a low quality rating get my number banned?

Not directly, but it is a warning. A low rating can hold back or reduce your messaging limit, and continued poor quality can lead to restrictions. Fix the cause before sending more.

Why did my broadcast stop partway through?

Most often you reached your daily limit for starting conversations. Spread large campaigns over several days, and keep quality high so Meta raises your limit.
