WhatsApp API pricing in the GCC: marketing message rates for the UAE, Saudi Arabia, Kuwait, Qatar and Oman

A furniture retailer in Bahrain told us WhatsApp marketing messages cost more than SMS. A prospect in Dubai showed us a quote from another tool: 70 AED for 2,000 messages. And in October, several businesses we work with saw charges for customer replies that had been free all year.

WhatsApp Business API pricing in the GCC is confusing because it depends on three things: what kind of message you send, which country your customer is in, and whether the conversation started from an ad. This guide sets out Meta's current rates for the UAE, Saudi Arabia, Kuwait, Qatar, Oman and Bahrain, what is free, what changed on October 1, 2026, and how to estimate your own monthly bill.

Quick answer: how much does the WhatsApp Business API cost in the GCC?

Meta charges for each message it delivers. From October 1, 2026, a marketing message costs $0.0576 in the UAE and Saudi Arabia, $0.0792 in Kuwait, $0.0392 in Bahrain and $0.0341 in Qatar and Oman. Utility, authentication and paid service replies cost between $0.0091 and $0.0440, depending on the country. Messages customers send you are free, each number gets 1,000 free service replies a month, and chats started from click-to-WhatsApp ads are free for up to 7 days. Your provider's plan fee comes on top.

WhatsApp message price is set by message category and the customer's country, charged only when delivered

Meta charges per delivered message, not per conversation or per contact. Two things set the price of each message: its category and the country calling code of the person receiving it. Messages that fail to deliver cost nothing.

Category

What it is for

Example

Marketing

Promotions and offers

"Our 3-day sale starts tomorrow"

Utility

Updates about something the customer did or asked for

Order confirmation, appointment reminder

Authentication

One-time passcodes

"Your login code is 482913"

Service

Free-form replies inside a 24-hour chat the customer started

Answering a question about stock

A few rules catch businesses out:

  • The customer's country decides the rate, not yours. A Dubai business messaging a customer with a Saudi number pays the Saudi rate.

  • Each message is charged once, by its own category. A marketing template followed by two utility updates is three charges.

  • Utility and authentication get cheaper at high volume. Meta's volume tiers lower the rate as monthly volume grows in each country. Marketing has no tiers.

  • Rates can change four times a year, on January 1, April 1, July 1 and October 1, with at least a month's notice.

  • You can pay in AED or SAR. Meta added both currencies in April 2026, alongside USD. The currency is chosen when your account is created.

Kuwait is now the most expensive GCC country for marketing messages, and Qatar and Oman the cheapest. Saudi Arabia and the UAE share the same marketing rate, but utility messages cost about 50% more in the UAE.

Rates are Meta's list rates in USD per delivered message from October 1, 2026, before any provider markup and before volume discounts on utility and authentication. They match the published rate cards of several Meta partners, including Purands, SleekFlow and Zernio. Meta's own rate card is linked from its pricing page.

Kuwait, Qatar and Oman used to share a single "Rest of Middle East" rate. Meta gave Qatar its own rate in July 2026 and Kuwait and Oman in October 2026. Bahrain still sits in the "Rest of Middle East" group, with Jordan, Lebanon and Yemen.

In local currency

At the pegged exchange rates, a marketing message costs roughly 0.21 AED in the UAE, 0.22 SAR in Saudi Arabia, 0.024 KWD in Kuwait, 0.015 BHD in Bahrain, 0.12 QAR in Qatar and 0.013 OMR in Oman. If your account bills in AED or SAR, Meta charges from its own local-currency rate card, so the exact figures can differ slightly.

Four kinds of free WhatsApp messages: customer messages, 1,000 replies a month, ad chats for 7 days, government replies

Four kinds of message cost nothing, and planning around them is the easiest way to cut your bill.

  1. Every message a customer sends you. Meta only charges for messages from your business.

  2. Your first 1,000 service replies each month, per number. Meta gives each business phone number a free tier of 1,000 service messages a month. It resets monthly and unused messages do not roll over.

  3. Conversations that start from a click-to-WhatsApp ad. If a customer messages you from an ad on Facebook or Instagram and you reply within 24 hours, Meta opens a free entry point window that can stay open for up to 7 days. Marketing, utility, authentication and service messages in that window are all free.

  4. Service replies from eligible governments and non-profits, which Meta keeps free beyond the 1,000 limit until the end of 2027.

The ad window matters most for GCC businesses that run lead ads. A real estate agency or travel operator that answers leads quickly can qualify them, send brochures and confirm bookings without paying Meta for any of those messages.

WhatsApp pricing changes on October 1, 2026: paid service replies, paid utility in open chats, higher UAE and Saudi rates

Meta started charging again for two kinds of message that had been free, and raised marketing rates in several GCC markets.

  • Service replies are paid after 1,000 a month per number. They had been free since November 2024.

  • Utility templates sent inside a customer's 24-hour chat are paid. They had been free since July 2025.

  • Marketing went up in the UAE and Saudi Arabia, to $0.0576 from about $0.050, according to partner rate cards such as Adjoltz.

  • Kuwait and Oman got their own rates. Kuwait's marketing and utility rates rose sharply; Oman's utility rate rose.

  • "Rest of Middle East" marketing went up, which affects customers in Bahrain.

One detail can stop your replies entirely. Meta says that if your account has no payment method, it delivers service messages within the free 1,000 but stops delivering them after that. Check that a card or credit line is set up in Meta's Billing Hub, or with your provider if they bill you.

Multiply each kind of message by its rate, subtract what is free, and add your provider's plan. Three examples based on the kinds of businesses we speak to:

Business

What they send each month

Meta fees

Real estate agency in Dubai, one number

4 broadcasts to 2,500 UAE contacts (10,000 marketing); 3,000 replies to leads, 1,000 of them free

10,000 × $0.0576 = $576.00; 2,000 × $0.0157 = $31.40. Total: about $607

Clinic in Riyadh, one number

1,500 appointment reminders (utility); 800 replies, all within the free tier; one offer to 1,000 patients

1,500 × $0.0107 = $16.05; replies $0; 1,000 × $0.0576 = $57.60. Total: about $74

Electronics shop in Kuwait, leads from Instagram ads

2,000 offers to past customers; 600 ad leads answered within 24 hours

2,000 × $0.0792 = $158.40; ad leads $0 inside the free window. Total: about $158

The pattern is clear: marketing broadcasts drive most of the bill. Replies and reminders cost little, and conversations from ads can cost nothing.

Meta's fees are only part of the cost. Providers like FlowFlex charge for the platform itself: the shared inbox, broadcasts, automation and support. When you compare quotes, ask the same questions of each provider:

  1. Is Meta's fee passed through at cost, or marked up? Some providers' published rate cards sit about 15% above Meta's list rates.

  2. Which currency will you be billed in? USD, AED or SAR, and does it match your Meta account?

  3. What does the plan include? Number of users, WhatsApp numbers and automations, plus any setup fee.

  4. How is the wallet charged? Meta can deduct fees some hours after a broadcast goes out, so a balance that looked fine can turn negative.

  5. Is it the official API? A price below Meta's own fee is a warning sign. That 70 AED for 2,000 messages works out to about $0.0095 a message, less than a sixth of Meta's marketing fee in the UAE. No official provider can sell marketing messages below Meta's cost, so a quote like that usually means an unofficial tool, and unofficial tools are a common cause of banned numbers.

  • List which countries your customers' numbers are from, and roughly what share each makes up

  • Count your marketing messages: contacts per broadcast × broadcasts per month

  • Count utility messages: confirmations, reminders and delivery updates

  • Estimate service replies per number, and subtract the free 1,000 for each number

  • Take out conversations that start from click-to-WhatsApp ads and are answered within 24 hours

  • Multiply each count by the rate for each country in the table above

  • Add your provider's monthly plan and any markup on Meta's fees

  • Confirm a payment method is set up so replies keep sending past the free tier

  • Set a reminder to check Meta's rate card at the start of each quarter

How much does a WhatsApp marketing message cost in the UAE?

From October 1, 2026, Meta charges $0.0576 for each marketing message delivered to a UAE number, about 0.21 AED. Utility, authentication and paid service messages cost $0.0157. Your provider's markup, if any, comes on top.

How much does the WhatsApp Business API cost in Saudi Arabia?

A marketing message to a Saudi number costs $0.0576, and utility, authentication and paid service messages cost $0.0107. Messages customers send you are free, and each number gets 1,000 free service replies a month.

Are replies to customers free on WhatsApp?

Partly. Since October 1, 2026, Meta gives each business number 1,000 free service replies a month and charges for replies after that at the utility rate for the customer's country. Replies in conversations that started from a click-to-WhatsApp ad are free for up to 7 days.

Which country's rate applies when I message a customer?

The rate depends on the country code of the customer's phone number, not where your business is based. A Dubai business messaging a Kuwaiti number pays the Kuwait rate.

Can I pay for WhatsApp messages in AED or SAR?

Yes. Meta added AED and SAR billing in April 2026. The currency is set when your WhatsApp account is created, and Meta offers a migration option if you need to change it later.

Why is my WhatsApp bill higher than I expected?

The most common reasons are messages to customers in more expensive countries such as Kuwait, replies above the free 1,000 per number since October 2026, utility templates sent inside open chats, and a provider markup on Meta's fees. Your provider should be able to break charges down by category and country.

Do I pay for messages customers send me?

No. Meta only charges for messages your business sends, and only when they are delivered.
